Frank Pavlin - Director of Administration
Frank Pavlin began his career with NYSBA as a Toll Collector in 2003. Mr. Pavlin throughout the years has held multiple positions in the Authority from Senior Toll Collector to Rip Van Winkle Bridge Manager and Director of Toll Collection and Bridge Operations. Among his many accomplishments in this role, he was essential in coordinating the Authority’s successful transition to All-Electronic Tolling. Mr. Pavlin was also instrumental in navigating the Toll Collection Staff through the COVID-19 pandemic and into their new roles as Security Technicians, positions that he was integral to their creation.
In 2022, Mr. Pavlin was promoted to Director of Administration, where he is responsible for managing the Authority’s general business function, practices and support services. In addition, he is responsible for the overall management of the Headquarters office.
Prior to joining NYSBA, Mr. Pavlin spent 19 years in the wholesale satellite television industry, where he held various sales and management positions for distributors throughout New York State, as well as Chicago, Illinois and St. Louis, Missouri.
